All required supporting documentation and bid submission must be submitted at the latest by 2 PM EDT on April 28th 2023. All bids submitted after 2 PM EDT will result in the bid being declared non-responsive. Public Works and Government Services Canada (PWGSC) intends to engage a multidisciplinary consulting group with experience in energy transformation, grid modernization, and renewable energy; a consortium; or a joint venture between firms that will assemble a multidisciplinary team supplemented by sub-consultants to provide the services required for this project. Given the importance of Grosse Île, both in terms of its location and its status as a national historic site, maintaining its infrastructure is essential. The purpose of this study is to help the client department choose the best option for the island’s energy transformation and to inform the client of all the impacts of such a change. The Consultant should present options for converting current fossil fuel consumption into a form of energy that emits fewer greenhouse gases (GHG).
