Bulk Fuel and Lubricants-Countywide
Solicitation # GIL-IFB-2026-012
Gila County is seeking a single, non-severable contract for the purchase and delivery of bulk fuel and lubricants to fleet fueling sites across the Copper and Timber regions. The solicitation, GIL-IFB-2026-012, requires the awarded contractor to deliver bulk fuel within 48 hours and lubricants within 14 calendar days of an order. Bulk fuel pricing is based on a weekly methodology using the average OPIS Phoenix Daily Rack price published each Monday, to which the bidder's proposed per-gallon contract margin is added or subtracted. Lubricants must be delivered in 55-gallon drums or 120-lb grease kegs and must meet or exceed API Service Requirements and equipment manufacturer specifications. The contract will be awarded to the lowest responsive and responsible bidder based on the combined evaluated total of proposed margins for fuel and unit prices for lubricants. Bidders must provide a Contingency/Backup Supply Plan and a Seasonal and Remote Access Plan to demonstrate reliability. Mandatory requirements include a valid commercial driver's license with hazardous materials endorsement for all drivers, FMCSA authorization, and specific insurance coverages, including $2,000,000 in general aggregate liability. The initial contract term is one year, with options for three additional one-year renewals. Bids are due by November 10, 2026, and must include various certifications regarding forced labor, the Israel boycott, and legal Arizona workers act compliance.

AI Contract Overview

The State of Idaho, through the Idaho Transportation Department District 4, is seeking a one-time exemption from competition for the procurement of bulk fuel in Region 4 under solicitation number 582. This request, based on IDAPA 38.05.01.042.10, is justified by the fact that no bids were received for this specific region during a recent bulk fuel contract event. Consequently, the agency intends to continue purchasing fuel from Valley Wide COOP at specified markups to ensure continuity of service during the solicitation and award period of Event 560. The Department of Administration is providing an opportunity for suppliers to review this request and submit information that may support or contradict the claim that competition is impractical, unreasonable, or disadvantageous to the state. Interested parties must submit their responses via IPRO or email to the DOP Administrator by the deadline of July 25, 2024. The final decision to grant the exemption remains at the sole discretion of the DOP Administrator, and suppliers have no right to appeal the outcome.
