The Idaho Military Division is seeking a one-time exemption from competitive procurement to purchase cellular services from Inland Cellular for a three-year period. With an estimated cost of 35,000 dollars, the request is based on the necessity for reliable coverage in the Pierce, Idaho area, where Verizon service has proven unreliable. The agency highlights that Inland Cellular possesses unique roaming agreements with major carriers that make them the most viable provider for these specific operational needs. The State of Idaho Division of Purchasing is managing this justification process under solicitation number 592. In the interest of transparency, the DOP Administrator is inviting other suppliers to provide information that may support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the state. All relevant supplier feedback must be submitted via IPRO or email by the response deadline of August 1, 2024, though the final decision to grant the exemption remains at the sole discretion of the Administrator.

The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances.
