Construction Services for Confined Aquatic Disposal Cell Construction and Maintenance Dredging of the Providence River Federal Navigation Project, Providence, Rhode Island.
Solicitation # W912WJ27X1CUP
The U.S. Army Corps of Engineers, New England District, is seeking information from small and large businesses for a dredging project in Providence, Rhode Island, under NAICS code 237990. The project is estimated to cost between 80 million and 100 million dollars, with a solicitation expected around March 15, 2027. Construction is slated to begin in September 2027 and span approximately two years, divided into two dredging seasons ending August 31, 2029. The scope involves the mechanical dredging of approximately 5.5 million cubic yards of material using closed clamshell buckets. The work is divided into two primary sequences. First, the contractor must construct a new Confined Aquatic Disposal (CAD) cell at Edgewood Shoals North, which includes digging an access channel and excavating 3.2 million cubic yards of material for disposal at four designated sites. Second, the contractor will perform maintenance dredging of the Providence River and Harbor Federal Navigation Project to a depth of -40 feet MLLW plus two feet of allowable overdepth, removing approximately 2.3 million cubic yards of material to be placed in the newly constructed CAD cell. Strict operational requirements include maintaining a production rate of 300,000 cubic yards every 30 calendar days, working 24 hours a day, 7 days a week. All activities must adhere to prescribed environmental windows to protect aquatic wildlife, and extensions to these windows are not permitted. Interested firms must demonstrate experience with mechanical dredging at the required production rate and open water placement in New England during winter months. Capabilities packages are due by December 3, 2026.

AI Contract Overview

The Idaho Department of Fish and Game is seeking a one-year exemption from competition to award a contract to Trout Unlimited for culvert evaluations for fish passage in Region 1, Coeur d'Alene, Idaho. This non-competitive procurement, conducted under IDAPA 38.05.01.042.05, is justified by the fact that Trout Unlimited is currently the only certified vendor capable of performing the required QA/QC data entry into the federal database. This exclusivity is due to federal government training constraints and layoffs that have prevented other vendors from obtaining the necessary certifications, making competition impractical for the upcoming spring 2025 work cycle. The scope of work involves identifying barriers to aquatic species migration to support federal fish passage restoration mandates. Key deliverables include the field evaluation of culverts and the subsequent entry of data into the federal database by certified personnel. The Division of Purchasing (DOP) Administrator holds the discretionary authority to approve this exemption. While the request was posted on March 11, 2025, other suppliers were given until March 14, 2025, to provide information via the IPRO portal or email to support or contradict the claim that competition is impractical or disadvantageous to the state.
