The State of Idaho Information Technology Services is seeking a one-time exemption from competition to procure a Data Center Cooling Unit for the Chinden Data Center. This request, filed under IDAPA 38.05.01.042.10, is driven by an urgent operational necessity to maintain cooling redundancy after the failure of one unit and the degradation of another. The facility supports over 60 state agencies and houses more than 30 million dollars in critical equipment, making immediate intervention essential to prevent catastrophic system failure. The agency has identified 1 Source Portable Cooling as the only local vendor capable of providing the required industrial portable cooling units quickly and cost-effectively. The estimated value of the procurement is between 30,000 and 33,200 dollars, which includes a one-time installation fee of 12,000 dollars and a monthly rental fee of 3,000 dollars. This temporary solution is intended to remain in place from September 2024 until a permanent replacement project is completed, expected around March or April 2025. While the agency has requested a direct procurement, the Department of Administration is providing a transparency window for other suppliers to submit information by October 2, 2024, that may contradict the claim that competition is impractical or disadvantageous. The final decision to grant the exemption remains at the sole discretion of the DOP Administrator.

The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this requested exemption from competition. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that competition would be impractical, unreasonable, or disadvantageous to the State under the circumstances. Solicitation # 5728
The State of Idaho, specifically the Idaho State Police (ISP), is soliciting quotes under RFQ 5728 for specialized biannual cleaning and preventive maintenance of communications consoles, control rooms, and server room areas. Services are to be performed on-site at two locations: RCC South in Meridian and RCC North in Coeur d'Alene. The contractor is required to provide a detailed service report or checklist after each visit and must ensure all personnel are professionally trained, uniformed, and have passed ISP background questionnaires and fingerprinting. The contract will be awarded to the lowest responsible bidder, with evaluation based primarily on the acquisition price, though the state may also consider discounts, supply location, and past performance. Bidders must submit Submittal Form A for background and certifications, Submittal Form B for pricing, and a reference sheet. Invoicing must be submitted to the Idaho State Police Accounts Payable office via mail or email upon completion of each service, including specific contract and service details. The contractor must maintain worker's compensation insurance and adhere to state-specific certifications regarding ownership and boycotts. All submissions must be processed through the Idaho e-Procurement System (IPRO) by the deadline of November 10, 2026.
