Proposals are due by 10:00 a.m. on December 16, 2025, and must be submitted in person or via mail to the Historic Walton County Courthouse, clearly marked with Proposal #2025-11. A mandatory pre-proposal conference will be held on December 4, 2025, at the project site, requiring all interested bidders to attend. The project scope includes reinforcing EIFS with high-impact mesh, repairing or replacing gutters and downspouts, restoring damaged EIFS areas, applying hydrophobic water-repellent coatings, and ensuring proper sealing and joinery work, all in accordance with specified Dryvit standards and Georgia law. Bidders must submit a proposal accompanied by a bid bond or certified cashier’s check equal to 5% of the proposal amount, along with performance and payment bonds totaling 100% of the contract value. Proof of general liability and workers’ compensation insurance, with Walton County named as additional insured, is required. Additionally, proposers must provide a notarized Contractor Affidavit verifying compliance with the federal E-Verify program, ensuring employment eligibility verification for all workers. The evaluation process will prioritize cost-effectiveness, contractor experience, and references, with awards made based on the best overall value rather than solely on price. The contract will incorporate Georgia-specific legal and procurement clauses, including mandatory affidavits and bonds, but does not specify a fixed contract duration or detailed performance schedule. The project emphasizes compliance with technical standards, insurance requirements, and legal statutes, ensuring a comprehensive approach to restoring the building’s exterior envelope.
