Eielson Dorm Cameras

Eielson Air Force Base is seeking industry feedback through a Request for Information to refine its requirements for installing a standalone video surveillance system across eight dormitory buildings: 2196, 2200, 2202, 2204, 2260, 2262, 2266, and 2272. The proposed system must provide 100 percent coverage of all common areas with new, NDAA-compliant cameras featuring a minimum resolution of 2k (4MP), 30-meter infrared range, IK10 durability rating, and H.265 video compression. Each building will require a fully isolated, non-networked Network Video Recorder system powered by an Uninterruptible Power Supply capable of sustaining operations for at least four hours during power outages, with storage capacity to retain recordings for a continuous 90 days. The system must utilize CAT6 cabling and metal conduit for protection against tampering. All installations must be accompanied by detailed drawings for government approval prior to commencement, followed by on-site training and troubleshooting sessions for 10 to 12 government personnel, along with digital copies of maintenance manuals, warranty documents, permits, weight tickets, and shipping manifests upon completion. The contractor must designate a primary contract manager and at least one alternate, both required to be fluent in English and possess a minimum of three years of relevant experience. Personnel must be formally appointed in writing and submitted to the Contracting Officer. Access to installations is strictly controlled under the Installation Access Control System, requiring compliance with REAL ID standards and use of the Visitor Access Request form provided in Attachment 2. All installation work must adhere to strict safety protocols, with the contractor responsible for supplying all necessary safety equipment and maintaining clean, safe workspaces at all times. The Government retains the right to terminate the contract for unsafe practices or failure to comply with security directives, including the prohibition of employing individuals identified as potential threats. Upon project completion, passes must be returned, and all areas must be left in a clean, neat, and workmanlike condition. This RFI is purely for market research and planning purposes, with no funding or contractual obligation implied, and responses must be submitted by the June 23, 2026 deadline to the designated points of contact.
