Full Description

THIS IS A SOLE SOURCE SYNOPSIS. The AF ISR Agency/A7KR Contracting Office intends to negotiate a six-month extension to contract FA8771-04-D-0004-TJ33 on a sole source basis with Northrop Grumman for the continuation of the Enterprise Integration Management Office (EIMO). This extension will provide for continued support of the Air Force Technical Application Center (AFTAC) mission which supports treaty monitoring requirements. The EIMO delivery order was awarded under the AFWAY's NETCENTS contract, the mandatory source for communications capabilities. The EIMO contract supports treaty monitoring requirements for the Air Force Technical Applications Center (AFTAC) Plans and Programs Division at Patrick Air Force Base, FL. All personnel must have a Secret clearance and a Top Secret (SCI) clearance. Therefore, the contractor must have key personnel available to work within AFTAC. This effort is an Advisory and Assistance Services contract providing AFTAC with site/enterprise integration management for AFTAC communications and computer systems. The contractor must have the requisite personnel/teaming arrangements in place to ensure continuation of treaty monitoring. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The period of performance for this extension will be from 8 Mar 2011 through 7 Sep 2011. This is a Sole Source with Northrop Grumman IAW FAR 6.302-1. Northrop Grumman is the only known source with the required key personnel and teaming arrangement in place to provide treaty monitoring. Northrop Grumman provides a unique team experienced with the enterprise integration management. No solicitation documents exist at this time. This service utilizes North American Industry Classification System (NAICS) code of 517110. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 15 days after date of publication of this synopsis. The AF ISR Agency/A7KR Contracting Office has determined that Northrop Grumman is the only source capable of providing this 6-month requirement.
