The El Dorado Irrigation District is proceeding with the annexation of two parcels totaling 8.08 acres at 6464 Koki Lane in El Dorado County, California, to extend water and sewer services to a proposed affordable, age-restricted housing development by El Dorado Senior Housing, LLC. The project requires the installation of 620 linear feet of water line and 100 linear feet of sewer line within public rights-of-way, which qualifies for a categorical exemption under CEQA Section 15282(k) due to the utility extensions being under one mile in length. El Dorado LAFCO serves as the lead agency for environmental review, while the District acts as a responsible agency. The annexation is formally recognized under LAFCO Project No. 2024-02 and Resolution L-2025-06. The only documented financial transaction is a $50.00 environmental filing fee paid to the California Department of Fish and Wildlife, with no contract value, pricing structure, or payment terms specified for the infrastructure work. The project site is the sole place of performance, and the District’s Environmental Resources Supervisor, Brian Deason, is the designated point of contact. No federal acquisition regulation clauses, procurement evaluation criteria, contract type, delivery schedule, or socioeconomic certifications are included in the documentation. The submission process appears administrative and environmental rather than competitive, with physical filings accepted at the District’s office in Placerville, and no electronic portal or formal proposal requirements established. All activities are governed by state-level environmental exemptions and local utility service protocols, with no federal contracting standards or labeling, packaging, inspection, or acceptance specifications applicable.
