El Monte Pipeline No 2

The El Monte Pipeline No 2 project involves the rehabilitation and repair of 12.2 miles of existing pipeline infrastructure stretching from near Lake Jennings to the Alvarado Water Treatment Plant at Lake Murray, passing through the cities of Santee, La Mesa, El Cajon, and San Diego, as well as the unincorporated community of Lakeside. The scope includes targeted improvements at 69 locations encompassing 1.35 acres, with work focused on replacing approximately 450 feet of deteriorated pipeline sections along El Monte Road using open trench methods, upgrading and reconstructing critical appurtenances such as air valves, blowoffs, and access structures, and installing new isolation valves to enhance system control and reliability. These efforts aim to extend the pipeline’s service life, improve operational efficiency, and ensure long-term water delivery reliability. In addition to pipeline-specific work, the project includes restoration of infrastructure affected by construction, such as repairs to curbs, gutters, sidewalks, and ADA-compliant ramps at intersections, as well as landscape mitigation measures that involve repairing ornamental vegetation in previously developed areas and conducting native plant revegetation in open space zones. The project is administered by the City of San Diego, with Nancy Graham serving as the primary point of contact, and is forecasted to be posted on June 9, 2026, under the broader context of infrastructure resilience in the Navajo Community Planning Area of Council District 7. All work is designed to comply with environmental and accessibility standards while minimizing disruption to surrounding communities.
