Electrical Subpanel Replacement

The contract requires the replacement of an existing electrical subpanel at the INL Warehouse, Air Wing #2, located at FAP Base–Callao, Lima, Peru, under a Firm Fixed Price structure with evaluation based on the lowest priced, technically acceptable (LPTA) methodology. The Contractor must provide all labor, materials, equipment, engineering, quality control, safety oversight, and supervision necessary to deliver a fully commissioned, code-compliant system that meets U.S. and Peruvian electrical codes, including NEC, CNE, and RNE standards. The work encompasses site verification, field measurements, development of a signed and sealed engineering design package with drawings and calculations, demolition of the old panel, civil and electrical installation of a new 32-pole wall-mounted subpanel meeting specified dimensions and environmental ratings, feeders, grounding, circuit protection devices, system testing, commissioning, training, and complete closeout documentation including as-built drawings, O&M manuals, warranty certificates, and test reports. All tasks must be completed within 60 calendar days after issuance of the Notice to Proceed, with work commencement required within 10 days of NTP, and strict adherence to a detailed deliverables schedule including safety and outage plans, weekly progress reports, and inspection documentation. The Contractor must be legally incorporated and operating in Peru, with proof of active RUC registration, Partida Registral, and company registration certificate, and must maintain active SAM registration. Key personnel requirements include an English-speaking supervisor on-site at all times and a CIP-licensed Engineer of Record. All personnel must comply with strict access, badging, and escort protocols at the FAP Base and INL facilities, with unauthorized photography, recording, or geolocation mapping strictly prohibited. The contractor is responsible for submitting a Quality Control Plan, ensuring a QC Manager is present during critical electrical work, and completing all inspections and approvals before progressing to the next phase. Performance is governed by FAR clauses covering inspection, warranty, changes, suspension of work, termination, payments, prompt payment, accident prevention, and subcontractor protections, including whistleblower rights, trafficking in persons, child labor, and prohibitions on contracting with inverted domestic corporations. Payment is tied to electronic invoice submissions in U.S. dollars with supporting documentation, and the Government may withhold payment for deficiencies, safety violations, or missing deliverables.
