AI Contract Overview
The contract specifies the procurement of two adult CPR-D electrode pads designed as a one-piece component compatible with AED Pro and Plus automated external defibrillators, with a unit price of $144.00 per unit. The item is classified as a Type I (Code S) shelf-life item with a mandatory 60-month shelf life that is non-extendable, requiring that no more than nine months have elapsed between the date of manufacture and delivery to the government. All units must be individually sealed in protective packaging and shipped in commercial exterior containers suitable for safe transit via common carrier at the lowest freight rate to the delivery point in Boise, Idaho. Marking and labeling must strictly comply with Medical Marking Standard No. 1 (MMS No. 1), which replaces all references to MIL-STD-129, and each label must include the date of manufacture, expiration or retest date, and the contract number or lot number, with shelf-life dating following the latest revision of MMS1C. The items must meet all technical and quality requirements listed in the DLA Master List of Technical and Quality Requirements, including specific references such as RP001 for packaging, RQ011 for removal of government identification from non-accepted supplies, and RS023 for shelf-life compliance. Delivery is required within 20 calendar days under an as-required order, with FOB destination terms applying to the specified address. The contract employs a firm-fixed-price structure and includes numerous FAR and DFARS clauses covering inspection at destination, safeguarding defense information, cybersecurity compliance, whistleblower protections, small business representations, and prohibitions on certain confidentiality agreements. The acquisition is subject to simplified acquisition procedures, with evaluation based on lowest price technically acceptable methodology, and offerors must provide their UEI and CAGE code, confirm size and socioeconomic status including small business, HUBZone, SDVOSB, WOSB or EDWOSB certifications if applicable, and disclose any involvement with covered defense telecommunications equipment or services. All proposals must be submitted electronically via the DIBBS system by the stated deadline, and payment will be processed through WAWF using the designated DoDAAC.
