The Naval Air Systems Command awarded a modification under contract N00019-14-C-0037 to General Atomics in San Diego, California, to implement Engineering Change Proposal ECP-I-AAG-0014, also known as the AAG Water Twister Mod II. This effort supports the Electromagnetic Aircraft Launch System and Advanced Arresting Gear for the USS Gerald R. Ford-Class aircraft carriers. The scope of work includes the provision of forward fit components, retrofit kits, and new complete end items, along with non-recurring engineering, integrated logistics support, prototype testing, computer software, and spare parts for near-term sustainment. General Atomics is also responsible for validation and verification of technical directives, manufacturing, acceptance tests, fielding support, and overall program, systems, and financial management. This contract was awarded as a sole-source procurement under the authority of Title 10, U.S.C. Section 2304(c)(1) and FAR 6.302-1, as General Atomics is the sole designer, developer, and manufacturer of the AAG system. The government determined that General Atomics possesses the unique technical expertise and requisite knowledge necessary to satisfy agency requirements, and that utilizing any other source would result in unacceptable delays. The associated justification and approval for this sole-source action remains valid through September 30, 2024.
