DCF RFI 2627 030 - Electronic Health Record (EHR) System

The Florida Department of Children and Families, through the Office of Information Technology Services and the Office of Substance Abuse and Mental Health, is issuing Request for Information DCF RFI 2627 030 to identify qualified providers for an enterprise Electronic Health Record system. The project aims to modernize technology across three State Mental Health Treatment Facilities to replace manual processes and fragmented IT systems, thereby increasing operational efficiencies and improving patient safety and quality outcomes. The Department is seeking a certified, scalable EHR solution that is ONC certified and compliant with state and federal laws regarding the management of sensitive and confidential data. Additionally, the Department requires information on organizational change management support to facilitate the implementation across multiple facilities. This RFI is for planning purposes only and is not a solicitation for offers; consequently, no contract value or specific project timeline has been assigned. Responses are due by September 11, 2026, at 5:00 PM and must be submitted via email to Joshua Burns. Submissions must include the RFI number in the subject line and adhere to a total file size limit of 150 MB. If any part of the response is confidential, vendors must provide both a full and a redacted copy. Addendum 01 has updated the solicitation timeline and provided clarifications regarding system integration and certification requirements.
