THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 10 days of this notice. No telephone calls are being accepted. The United States Department of Agriculture (USDA), National Agricultural Library (NAL), intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. A purchase order will be one-year firm-fixed price (plus four option years) awarded to Wageningen Academic Publishers B.V. of Wageningen, Gelderland, Netherlands for immediate, continuous, un-mediated and un-embargoed IP authenticated perpetual electronic access to the journals. Anticipated Date of Award: 12/5/2018. Wageningen Academic Publishers is an independent STM publisher in the field of Life Sciences. Wageningen Academic Publishers focuses on topics in animal and veterinary sciences, food sciences, environmental sciences and plant sciences. Wageningen Academic Publishers is the copyright holder and is the only known source authorized to license the enterprise-wide, IP-authenticated, 24x7 electronic access and perpetual access and data rights that NAL requires. The publications provided by the vendor are proprietary, and only Wageningen Academic Publishers, as the copyright holder of the journals, can and will provide immediate and perpetual access rights to its content. Subscriptions to some Wageningen Academic Publishers journal content may be available from other sources, but to sell access to Wageningen Academic Publishers' publications, other vendors must obtain authorization from Wageningen Academic Publishers. However, these sources are often required to apply an embargo period on current articles, and with no guarantee of post-cancellation access or perpetual data rights. Wageningen Academic Publishers' research publications are heavily used by ARS scientists and USDA staff. Access to material only available from this publisher is essential to fulfilling the Agency's mission. The publications provided by the vendor are proprietary, and only the vendor can deliver un-embargoed full and perpetual access to Wageningen Academic Publishers publications.
