Nature of the Requirement
The Canadian Coast Guard (CCG) has a requirement (the "Requirement") for the purchase and delivery of FURUNO Bridge Navigational Watch Alarm Systems (BNWAS) for its Canadian Coast Guard’s (CCG) vessels on or before 30 June, 2023.
The Requirement will be delivered to two different Canadian Coast Guard addresses: Coast Guard Central Region - Great Lake Sector, Ontario; and Coast Guard Central Region - St. Laurence Sector, Quebec.
The Requirement will include the FURUNO BNWAS Systems for the seven (7) vessels with two (2) complete spare systems as follows:- 1. CCGS Griffon 2. CCGS Samuel Risley 3. CCGS Pierre Radisson 4. CCGS Des Groseilliers 5. CCGS Martha L. Black 6. CCGS Amundsen 7. CCGS Judy LaMarsh 8. Spare system 1 9. Spare system 2
The procurement strategy is to award a single contract for the supply and delivery of the BNWAS equipment as per the Requirement under the Request for Proposal (RFP) through a competitive process on Buyandsell.gc.ca.
The Contractor must be an Authorized Distributor/Reseller of the Original Equipment Manufacturer (OEM) of FURUNO and must complete the FURUNO OEM Certification that will be attached to the Requirement in this Bid Solicitation document.
This Requirement is subject to the Canadian Free Trade Agreement (CFTA).
A full Request For Proposal (RFP) is posted on the Government Electronic Tendering Services (GETS) for this Requirement.
The Requirement is not subject to Comprehensive Land Claims Agreements (CLCA), as none of the locations where goods will be delivered are within a Land Claim Settlement Area.
The Requirement is not considered a set-a-side in accordance with the Procurement Strategy for Indigenous Business (PSIB).
The Canadian Content Policy will not apply to this Requirement.
In order to be considered compliant, the bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive.
The responsive bid with the lowest evaluated price will be recommended for award of a contract.
Canada retains the right to negotiate with suppliers on any procurement.
Documents may be submitted in either official language of Canada.
All enquiries must be submitted in writing to the Contracting Authority no later than seven (7) calendar days before the bid closing date. Enquiries received after that time may not be answered.
