The Federal Bureau of Investigation is seeking a vendor to establish a Blanket Purchase Agreement for the supply of Elevated Tactics Systems over a five-year ordering period. The primary objective is to acquire a One Single Ramp and Rear Deployment Deck system to enhance operator safety and tactical advantage during high-threat, multi-level structural interventions by eliminating the bottlenecks associated with traditional ladders. The system must include a Mobile Adjustable Ramp System with dual extendable hydraulic ramps capable of reaching maximum height in under ten seconds, as well as a rear articulating stairway for high-speed evacuation and assault. Technical specifications require the use of aircraft-grade aluminum, high-strength steel, and stainless-steel fasteners, with slip-resistant traction grating that exceeds US Federal Spec RRG-16021A. The estimated total value of the agreement is between 2 million and 2.5 million dollars. Award will be based on the highest technically rated quotation with a fair and reasonable price, with technical capability and past performance weighted more heavily than price. Quotations must be submitted in three volumes covering technical capability, past performance from the last five years, and pricing via Standard Form 1449. Performance is centered in Quantico, Maryland, with delivery terms set as FOB Destination. The contract incorporates various federal and agency-specific clauses regarding commercial products, organizational conflicts of interest, and strict confidentiality and non-disclosure requirements.
