Pre-solicitation Notice: NIHOF2011326 - Elevator/Conveying System This requirement was synopsized as sources sought NIHOF2010260 THIS IS A PRE-SOLICITATION NOTICE: A SOLICITATION WILL BE POSTED TO FBO UPON THE CLOSING OF THIS NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL, A REQUEST FOR INFORMATION OR AN INVITATION FOR BIDS. The Department of Health and Human Services (DHHS), National Institutes of Health (NIH) requires services to be provided on all elevator/conveying systems at Bethesda, Poolesville and Ft Detricks, MD. NIH is a 24 hour, 7 day a week research campus. The NAICS code for this requirement is 238290 and Small Business size standard is $14.0. NIH intends to procure these services as competitive Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. NIH anticipates award of a Firm Fixed Price (FFP) contract with performance period of one base year and four one-year options. The anticipated solicitation release date is November 8, 2010. BACKGROUND: The National Institutes of Health (NIH) in Bethesda is comprised of more than 80 buildings and approximately over four million square feet of space. The main NIH campus is located in Bethesda, Maryland, and urban area approximately ten miles north of Washington, D.C. The NIH Animal Center is located at Elmer School Road, Poolesville, Maryland 20837. DESCRIPTION OF SERVICES: Provide excellent services for all elevator/conveying systems at NIH-MD. Elevator Services to include by not limited to providing technical assistance to the government and service as Subject Matter Experts on New and Emerging Technology. Elevator services include operations and maintenance to insure elevator reliability within a hospital setting, clinical space, labs and animal transport. Elevator reliability is to provide services that insure daily operations at all times. Elevator services to include but not limited to emergency response, programmed inspections, scheduled maintenance and demand maintenance. Contractor will be responsible for all Preventive Maintenance, and shall comply with applicable NIH, commercial, or industry standards such as "American National Standards Institute (ANSI), National Electrical Manufactures Association (NEMA), Underwriters Laboratories (UL), etc. shall be used in accordance with original design and manufacturers intent.
