Notice of Intent to Award Sole Source Contract for Bavak Vehicle Gate System Repair and Refurbishment ServicesThe U.S. Embassy Singapore intends to award a sole-source, firm-fixed-price contract to IMCS Construction Pte Ltd for the repair, refurbishment, overhaul, testing, commissioning, and restoration of the Bavak Vehicle Gate Systems at the Front and Rear Controlled Access Checkpoints. The work involves comprehensive mechanical and electrical services including inspection, troubleshooting, replacement of hinges, bearings, rack-and-pinion assemblies, guarding rails, underground power and control cables, and safety buffer systems, as well as full integration with the Embassy’s existing vehicle access control and perimeter security infrastructure. The contract is estimated at $47,800 with a performance period from August 1 to August 30, 2026, and is being awarded under FAR 13.106-1(b)(1) due to urgent operational needs and the determination that IMCS Construction is the only source with the specialized knowledge of the Embassy’s existing systems, utilities, and security interfaces to complete the work within the required timeframe without introducing unacceptable delays or risks to mission-critical security operations. Although the contract is planned as a sole-source award, responsible sources capable of meeting the requirement may submit a capability statement to demonstrate their ability to perform the work without causing delays. The statement must not exceed ten pages and must include company details, relevant experience with similar hydraulic or electromechanical barrier systems, prior work at high-security or U.S. Government facilities, valid Singapore-based licenses and permits, management and mobilization capacity in Singapore, location of performance oversight, subcontractor details if applicable, and point of contact information. Responses are due by 5:00 PM Singapore Time five calendar days after the notice’s publication date of July 6, 2026, and will be evaluated solely to confirm whether an alternative source can meet the requirement in time. The Government will not reimburse any costs associated with preparing or submitting a response, and the decision to proceed without competition remains entirely at its discretion. All submissions must be sent electronically to the designated Contracting Officer email, with the notice published in compliance with FAR Part 5 and administered under NAICS code 238290.
