Elevator Modernization Project

The U.S. Department of Justice, through Federal Prison Industries UNICOR, is soliciting bids for the modernization of four elevators—three passenger and one freight—at its Central Office in Washington, DC, under solicitation number ISO219-26. The contract is a Firm Fixed Price construction type with a NAICS code of 236220 and is set aside exclusively for small businesses. The scope of work includes complete elevator replacement, installation of a new external entrance with stairs to house the motor room, asbestos abatement, lead paint removal, concrete repairs, firestopping, new metal doors, finishes, and integration of mechanical, electrical, and fire alarm systems. The contract requires strict compliance with ASME A17.1, NFPA standards, the International Building Code, and other applicable codes, with all work subject to acceptance testing at the job site, including full-load safety tests, brake performance under 125% capacity, speed verification, and floor leveling accuracy. Proposals are evaluated based on technical merit, key personnel resumes, schedule feasibility, past performance, and price—with technical factors, resumes, schedule, and past performance significantly outweighing price in the best-value trade-off selection process. Offerors must submit a technical and pricing proposal in two copies each, including three to five similar past performance references, detailed resumes with OSHA-30 certification, project schedules, and technical narratives, all submitted electronically by the deadline of May 8, 2026. A mandatory site visit is required for eligibility, and all personnel must undergo background and drug screening. Security protocols are stringent: contractors must submit a personnel list within 30 days of award, comply with government credentialing, prohibit cameras without approval, and submit weekly detailed work schedules. Work must be performed with manufacturer-original packaging, clearly labeled equipment, and preserved under specified environmental conditions.
