The Embarcadero Sewer Pipe Repair project, led by the San Diego Unified Port District, involves the replacement of a damaged 12-inch sewer pipe located at 1492 North Harbor Drive in San Diego, California. The work requires the removal of existing concrete pavement in a parking lot, excavation to a depth of up to 30 inches to access the pipeline, and the subsequent installation of a new 12-inch pipe. Following replacement, the site will be backfilled, compacted, repaved, and restriped to restore 13 affected parking spaces. Construction is scheduled for July or August 2026 and is expected to be completed within 10 working days. The Applicant will fence the work area and manage temporary traffic rerouting within the parking lot to ensure safety and minimize disruption. Due to the project’s limited scope, minor equipment use, and short duration, no significant impacts on air quality, greenhouse gas emissions, or traffic are anticipated. Compliance with all federal, state, and local regulations concerning stormwater management, hazardous materials, and disposal of construction debris is required of the Applicant. The project qualifies for a categorical exemption under California Environmental Quality Act (CEQA) Guidelines Sections 15301 and 3.a., as it involves the repair and replacement of an existing utility facility without substantial environmental impact. The NAICS code for this construction-related project is 237110, indicating it falls under utility system construction. While no contract value, pricing structure, or formal solicitation number has been disclosed, the project is posted as a forecast with a publication date of July 15, 2026. Point of contact for the project includes Luis Duran, Senior Planner, and Travis Brozowski, Contractor, both reachable through the San Diego Unified Port District. No specific contract clauses, evaluation factors, or delivery terms have been detailed beyond the scope of work and environmental compliance obligations.

The proposed project would involve a repair/replacement of a sewer pipe by the County of San Diego (“Applicant”) in the city of San Diego, California. Work to specifically complete the proposed project would involve removal of existing concrete in an existing parking lot, excavation of up to 30 inches to expose damaged trench line pipe, and removal and replacement with a new 12” pipe. Applicant would then backfill, compact, repave and restripe parking spaces. Construction of the proposed project is anticipated to occur in July or August 2026 and would take approximately 10 working days to complete with ongoing modifications and maintenance, as needed. Applicant will fence off the working area and will temporarily affect 13 parking spaces to reach the sewer pipe. Applicant will redirect traffic within the parking lot around the construction area as needed. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, transportation and traffic are not anticipated to occur. Furthermore, the Applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.
