EMERGENCY/DISASTER STABILIZATION AND RECOVERY SERVICES FOR ROADWAY SIGNS - GRANT FUNDED

This contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement established by Collier County, Florida, for emergency and disaster stabilization and recovery services related to roadway signs, funded through federal and state grants. The contract does not obligate either party to perform or order services until a specific Purchase Order is issued under the agreed-upon rate schedule, making performance entirely demand-driven and irregular. Contractors must be prepared to mobilize personnel, equipment, and materials with minimal notice to respond to emergencies, ensuring all work adheres to FDOT QPL Specifications and Collier County requirements. Work is to be performed exclusively within Collier County, with deliveries and services occurring at the County’s designated locations, and all goods are subject to FOB destination terms, meaning the contractor retains responsibility for safe transport and delivery until receipt by the County. The contract mandates full compliance with state and federal statutes, including Florida’s Local Government Prompt Payment Act and Chapter 119 for public records, and requires contractors to maintain active licenses, bonding equal to 100% of contract value, and E-Verify enrollment for all employees. All employees must pass comprehensive background checks involving state and FBI fingerprinting, credit reviews, and employment verification, and must wear County-issued identification. The contractor must supply only new, warrantied equipment accompanied by manuals and parts lists, and must immediately notify the County of any employee termination. Invoices must be submitted via email to a designated county office and include the Purchase Order number and service description, with payment governed by Florida’s Prompt Payment Act. The County retains absolute authority to inspect, accept, or reject deliverables at the destination based on conformance to specifications, quality, and regulatory standards, with no delegation of this authority. Additional obligations include strict prohibition of gifts to County staff, disclosure of any relationships with competing bidders, and adherence to grant-specific reporting if applicable. The contract term may be extended beyond its original expiration, and failure to meet any requirement may result in non-responsiveness or contract termination.
