RFI-FY27-SI Powered Communications and Video Intelligence
Solicitation # RFI-FY27-SI-Powered_Communications_Video_Intelligence
U.S. Immigration and Customs Enforcement (ICE) is seeking information for an Integrated SI-Powered Detention Communications and Video Intelligence Suite to support the Office of Enforcement and Removal Operations. This initiative requires a single integrated platform rather than a collection of separate products to provide communications, voice identity, and video intelligence across geographically distributed detention facilities. The scope of work encompasses software licenses, subscriptions, implementation, integration, configuration, testing, training, cybersecurity support, operations and maintenance, and transition services. The solution must be compatible with existing infrastructure to avoid wholesale replacements and must adhere to DHS Enterprise Architecture Compliance. Key technical and security requirements include a FedRAMP High baseline for hosted cloud solutions and strict adherence to data ownership and privacy regulations, specifically prohibiting the prediction of a person's emotional state. The procurement process is currently in the Request for Information stage, with mandatory UEI and SAM registration for respondents. While final contract terms, pricing, and evaluation factors are not yet established, the government has highlighted the need for tamper-proof packaging for shipments and the requirement for U.S. citizenship for certain roles. Acceptance of the final system will be determined through government-observed demonstrations, functional tests, and security reviews.

AI Contract Overview

The University of Georgia (UGA) Office of Emergency Preparedness has issued an electronic Request for Information (eRFI) to gather insights from suppliers regarding Emergency Management Software Solutions. This initiative aims to identify advanced software capable of supporting the creation, upkeep, and administration of Emergency Action Plans, Continuity of Operations Plans, Business Continuity Plans, and a virtual Emergency Operations Center. UGA's current system is inadequate for the increasing and diverse emergency management needs across its campus, including insurance and claims management, campus police, environmental safety, and various departmental functions. The university oversees over 800 buildings and more than 500 departments spanning fields such as IT, medical programs, agriculture, and extensive research activities, all of which require efficient, accessible, and compliant emergency planning solutions. UGA emphasizes the need for a centralized and automated system that aligns with FEMA guidelines, NFPA 1600 standards, and state regulations, aiming to improve consistency, compliance, and ease of access for first responders and end users alike. The decentralized and manual nature of current emergency planning processes has proven challenging to maintain. The eRFI is part of a broader evaluation process to explore available technologies and methodologies that best fulfill these requirements. Responses are due by February 5, 2026, and interested suppliers can contact Ryan Dekle at the University of Georgia for further information. This solicitation seeks to help UGA enhance its preparedness infrastructure to better serve its extensive and varied operational needs across the state.

Purpose of the eRFI  This electronic Request for Information (eRFI) is being issued to solicit information from interested suppliers with respect to Emergency Management Software Solutions for the University of Georgia (UGA) Office of Emergency Preparedness (hereinafter, the State Entity) as further described in this eRFI. The State Entity will use the information generated by this eRFI in conjunction with other information available to the State Entity to determine the solution that it is in the best interests of the State Entity to fulfill this need.  Specifically, the State Entity is seeking information concerning software solutions that support the development, maintenance, and management of Emergency Action Plans (EAPs), Continuity of Operations Plans (COOPs), Business Continuity Plans, and virtual Emergency Operations Center (EOC). UGA's Current software system is not sufficient to support the dynamic and future needs of emergency management, insurance and claims management, campus police, and campus lab and environmental safety personnel, and departmental staff who require a more efficient method to access these plans and maintain the plans.
UGA is committed to ensuring comprehensive emergency preparedness across all departments. Current processes for creating and maintaining emergency plans are decentralized and manual, creating challenges in consistency and compliance. UGA seeks a solution that aligns with FEMA guidelines, NFPA 1600 standards, and state regulations, while improving efficiency and accessibility for both first responders and end users. UGA reaches across the State of Georgia with over 800 buildings that may require an EAP and over 500 departments that may require a COOP/continuity plan. These departments can vary from information technology, medical programs, agriculture, and large-scale research.
Overview of the eRFI Process  The objective of the eRFI is to gather information to assist the State Entity in its consideration of available resources/methods to fulfill the need/goal identified above. The eRFI meth
