Emergency Opioid Antagonist Products and Resources

The Florida Department of Children and Families, Substance Abuse and Mental Health division, issued solicitation DCF RFP 2627 020 to procure providers for the supply of multiple formulations of Emergency Opioid Antagonist Products and Resources for its Overdose Prevention Program. The scope of work requires the provision of various products, including intranasal antagonists ranging from 2.7mg to 8mg, Luer Lock prefilled syringes, auto-injectors, and vials. All products must be manufactured and assembled in the USA and maintain a minimum shelf life of 30 months at the time of shipment. The selected provider is responsible for all equipment and logistics to support ordering and delivery to approximately 1,500 authorized Enrolled Distributors throughout Florida. The contract is anticipated to run for one year, starting no later than November 20, 2026, with potential renewals per Florida Statutes. Performance requirements include a two-day delivery window for standard orders placed by 4:00 PM ET and overnight delivery for emergency orders. Payment is based on a fixed rate with consolidated monthly invoicing for the Community and HEROS programs. Evaluation of proposals is based on programmatic scoring for service capability and prior similar projects, alongside a financial scoring component worth up to 40 points. Providers must also maintain the capability to implement QR-code tracking for recipients and distribution ZIP codes if requested by the Department in the future.
