This sole source contract, solicitation FA8519-11-Q-31993, involves the emergency refurbishment of a T20 type engine test stand to the current T20C configuration. The project requires incorporating approved Engineer Change Proposals and installing the Engine Data Acquisition System for computer-based instrumentation, data acquisition, and control. Once refurbished, the test stand will be relocated from Willow Grove ANG to Duluth ANG and configured to test specific engines maintained at the receiving base. Celtech, Inc. is the intended sole source for this requirement under FAR 6.302-1 because the government lacks the necessary technical data and level III drawings. The contractor is responsible for providing a data package upon delivery and traveling to the site to commission the stands. All refurbishment work must be completed within 120 days of contract receipt to support intermediate maintenance level testing of turbojet and turbofan aircraft engines.
