DESCRIPTION:


The National Institute of Standards and Technology’s Material Measurement Sciences Division (MMSD) run the Rapid Drug Analysis and Research (RaDAR) program that provides near real-time drug analysis to public health and public safety partners across the country. Part of the RaDAR platform uses high-resolution mass spectrometry to help identify and elucidate the structure of new compounds in the street drug supply.  To meet its mission, this Division utilizes a Bruker high-resolution time-of-flight mass spectrometer which has recently had heat failure which needs to be repaired/ replaced.


The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of RFO Part 12.102(a) with the Bruker Corporation, Inc located in Billerica, MA, for repair of this equipment.


Sole Source justification is based on the following:


Market research has shown that only Bruker is the sole responsible source for authorized repair for this instrument. Bruker has in writing stated that: Bruker AXS LLC. is the sole source provider for the sales, installation and support of Bruker manufactured instrumentation in North America. The technology developed and supplied by Bruker is proprietary and is protected by patents and copyrights.    The use of any other business or entity for support will void the existing warranty or maintenance agreement.


NAICS code for this requirement will be 811210– Other Electronic and Precision Equipment Repair and Maintenance with a small business size of $34.0M.


No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 7/16/26 will be considered by the Government.


A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
