Emergency SCADA System Restoration Award
The United States Section of the International Boundary and Water Commission awarded a firm fixed price purchase order for emergency diagnostic, repair, restoration, testing, and temporary stabilization services for the Supervisory Control and Data Acquisition system at the Nogales International Wastewater Treatment Plant.
A network hardware failure impaired critical SCADA process controls and reduced the facility's ability to manage wastewater treatment operations. The condition contributed to treatment process upset, elevated total suspended solids entering the ultraviolet disinfection system, an E. coli permit compliance failure, required regulatory reporting, and continuing risks to plant operations, regulatory compliance, and public health.
The Government made the award using simplified acquisition procedures under FAR 13.106 1(b)(1) because the emergency circumstances made only one source reasonably available within the required timeframe.
