As the Fraser Valley and Interior Tax Services Offices (FVITSO) are located in the Pacific Region along a major fault line, a need was established to have sufficient emergency supplies in the event of a major earthquake.
The FVITSO requires supply and delivery of food/water/survival modules to replace expired modules in existing Emergency Cabinets, as well as the removal and offsite disposal of expired food and water rations, and expired survival and first aid modules. This requirement is for three CRA locations as part of the FVITSO: Site 1 - Surrey, Site 2 - Penticton and Site 3 - Kelowna.
Site 1 Surrey
The Contractor must remove and provide offsite disposal for expired Food & Water Rations, and survival and first aid modules located within the Earthquake Emergency Cabinets, and must supply deliver and install new replacement modules in the designated earthquake cabinets.
Site 2 - Penticton and Site 3 – Kelowna
The Contractor must supply and deliver the replacement modules to the respective warehouse delivery locations.
CONTRACTOR SELECTION METHODOLOGY
The evaluation of proposals will be performed as follows:
Step 1 – Evaluation against Mandatory Criteria
Step 2 – Evaluation of Financial Proposals
Step 3 – Basis of Selection
A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive.
The responsive bid with the lowest bid evaluation price score will be considered to be the highest ranked responsive bid.
Step 4 – Contract Entry

Bids must be received on or before April 4th no later than 2:00 p.m EST, as follows:
To submit a bid for this requirement, a Bidder must use the Connect service (which can be found at https://www.canadapost-postescanada.ca/cpc/en/business/postal-services/digital-mail/connect.page) provided by the Canada Post Corporation. To submit a bid using the Connect service, the Bidder must send an email as early as possible, at least six business days prior to the solicitation closing date and time, (in order to ensure a response), that includes the bid solicitation number to the Bid Receiving Unit requesting to open a Connect conversation. The Bid Receiving Unit contact information is located in Section 2.3 of this RFP.
