Comprehensive Land Claim Agreement: This standing offer does not include security requirements. Nature of Requirements: The following is a summary of the statement of work for this requirement. The Correctional Service Canada (CSC) must provide training in Emergency Trauma Care (ETC) to nurses working in its penitentiaries in the Quebec Region. Objectives: Certify CSC nurses in the Quebec Region in emergency trauma care, using a Prehospital Trauma Life Support (PTHLS) course or an equivalent course. Certified nurses will have acquired strong knowledge and skills to be able to take care of seriously injured victims in a pre-hospital setting. Deliverables: 1. The Contractor must provide the required number of sessions to a minimum of two (2) participants per session. The number of participants and sessions are subject to change depending on CSC’s requirements. 2. The Contractor must provide, upon request, a sufficient quantity of instructors to offer ETC training, including the theory and the situational components of the training, in French and in English. The majority of training courses will be given in French. 3. The Contractor must provide all manuals necessary for ETC training in paper or electronic format. The Contractor must provide all medical supplies and equipment specified in Attachment 1 to provide ETC training. The Contractor must provide to the Project Authority, for approval prior to training, a list of any additional medical equipment or supplies that the instructor would like to use. The Contractor is responsible of shipping costs, if applicable. 4. The Contractor must forward all necessary training manuals and other documentation to the Project Authority for approval two (2) weeks prior to the start date of the first training. If the Project Authority requests changes to the manuals and other documentation, the Contractor must provide a revised copy of the manuals within two (2) days. The Contractor is responsible of shipping costs, if applicable. 5. The instructor must perform the following tasks : a) Welcome participants and provide them with administrative information at the beginning of the training. Describe the course content and evaluation; b) Have participants sign the attendance sheet on both days of in-class training; c) Verify that all participants present have signed the attendance sheet; d) Submit signed attendance sheets for both days of training, in accordance with the instructions on the Call-Up against the Standing Offer; e) Provide training in accordance with the course description approved by the Project Authority, ensuring that it is delivered in accordance with policies and procedures that reflect a correctional environment. The instructor must use scenarios that reflect the conditions of a correctional environment; f) Provide a training that includes, but not limited to, the training elements listed below using theoretical materials, while giving preference to practical situations. i) Scene management ii) Components of a primary examination iii) Components of a secondary examination iv) Airway management (1) Oxygen therapy (2) Ventilatory assistance v) Intervention in case of: (1) Overdose and intoxication (2) Convulsion (3) Anaphylaxis (4) Shock vi) Hemorrhages (1) Internal (2) External vii) Biomechanics and trauma management (1) Cranial (2) Cervical and spinal (3) Thoracic (4) Abdominal and pelvic viii) Lower limb fracture management (1) Open (2) Closed (3) Circulation and intravenous treatment ix) Burns x) Multi-patient care according to triage model xi) Safe movement of victims including immobilization g) Evaluate participants. h) Prepare a list of all participants clearly indicating who passed and who failed the training. Send this list and a certificate of completion for each participant who has successfully completed the training to the Project Authority.
