Intent to sole source to TalentSmartEQ.


This is not a solicitation and quotes are not being accepted at the moment.


The 355th Wing requires proprietary TalentSmartEQ emotional intelligence assessment licenses and Mastering EQ Level 1 and Level 2 Participant Kits to support Comprehensive Integrated Primary Prevention Plan objectives. These materials are necessary to evaluate baseline emotional intelligence competencies, deliver validated skill‑building interventions, and maintain certification standards for Wing EQ instructors.


The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302‑1. The Government intends to solicit to procure the below listed items. The Government does not possess or cannot provide the proprietary data necessary to manufacture or replicate these materials:


  • Mastering Level 1 Participant License – Full Kit (80 EA) Includes: Self Pro Edition Emotional Intelligence Appraisal (Online), Yellow Foam Brains, Mastering EQ Insight and Action Guide, Emotional Intelligence 2.0 Hardcover Book, 66 Strategies to Train My EQ Brain Job Aid, and TalentSmart Pen.

  • Mastering Level 2 Participant License – Full Kit (20 EA) Includes: Multi‑Rater Edition Emotional Intelligence Appraisal (Online), Yellow Foam Brains, Mastering EQ Insight and Action Guide, 66 Strategies to Train My EQ Brain Job Aid, and TalentSmart Pen.


TalentSmartEQ is the sole owner, developer, and distributor of the Emotional Intelligence Appraisal®, the Emotional Intelligence 2.0 curriculum, and all associated certification programs. TalentSmartEQ confirmed that no authorized distributors, resellers, or third‑party organizations are permitted to sell, certify, or deliver these products. All materials and certifications are provided directly by TalentSmartEQ.


All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all responses received within 3 days after date of publication of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Approval of a source is required. 355 CONS will not delay award while Source Approval is pending.


The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. This notice serves as the synopsis and notice of intent to sole source. The Government does not possess the necessary proprietary information to manufacture or replicate the materials solicited hereunder from any source other than TalentSmartEQ.
