The selected contractor will be responsible for the full employment lifecycle, including recruiting, hiring, credentialing, compensating, and managing qualified personnel. The MSP must ensure continuity of IEP-related services and FAPE compliance, while adhering to strict performance standards, including same-business-day acknowledgment of urgent vacancies and a one-business-day turnaround for recruitment plans and missed service notifications. The contract term begins upon execution and continues through June 30, 2027, with potential renewal options. Award selection is based on a 100-point scale evaluating the best overall value, where pricing is assessed via fully loaded hourly bill rates for the specified roles. Ohio is an Employment First state with a focus that all Ohioans, including people with developmental disabilities of working age, should have an opportunity to seek employment in the community. Community employment brings many benefits, from greater independence and wealth building potential to improved self-esteem and personal satisfaction.  Employers and co-workers benefit from having a more diverse range of capable employees available, while the broader community benefits when all citizens can participate in and contribute to their community. The resulting courses will be uploaded into DODD’s MyLearning platform to be accessed by employment-services providers supporting jobseekers with developmental disabilities looking to access Competitive Integrated Employment (CIE), in alignment with Ohio’s Employment First Initiative and Partnership. An informational webinar regarding this RFP will be held on March 27, 2024, at 10:00 am.
