Solicitation # USDA-FS-2026-GLRI-CFP
Federally recognized Indian Tribes, local government entities, and qualified nonprofit organizations may apply for up to $1,000,000 in federal funding to acquire fee-simple title to private forest lands of at least five acres in size within the Lake Superior Basin of Michigan and Wisconsin, under the Great Lakes Restoration Initiative: Community Forest and Open Space Conservation Program. Proposals must demonstrate exceptional public value, substantive community engagement, and strategic alignment with the Terrestrial Habitat Connectivity Pilot Area. Applications are evaluated on a 40-point merit system prioritizing community benefits (20 points), quality of community involvement (10 points), strategic contribution to broader conservation efforts (5 points), and the level of threat of land conversion (5 points), with a separate risk review serving as a mandatory pass/fail gate based on financial stability, past performance, and SAM.gov registration. A 50% cost-share requirement is mandatory, with eligible non-federal contributions including cash, in-kind services, and certain pre-award due diligence expenses, but not land purchase costs incurred before award. Social and Ecological Resiliency Across the Landscape (SERAL)The SERAL project aims to enhance forest resilience and reduce wildfire risk across approximately 118,000 acres in Tuolumne County by implementing fuel reduction treatments on both public and private lands within the Tuolumne and Stanislaus River Watersheds. Contractors will employ a suite of techniques including mechanical thinning, mastication, hand crews, chipping, prescribed fire, and biomass utilization, supplemented by reforestation where necessary, to restore vegetation to its natural range of variation. Work will occur simultaneously across multiple designated areas over a five-year period, with each zone adhering to tailored best management practices that consider local ecological conditions. Prior to any activity, comprehensive biological and cultural resource surveys will be conducted, and sensitive areas such as streams and wetlands will be clearly marked for avoidance to protect environmental integrity. While some treatment zones may be visible from public roads, there are no designated scenic highways in the county, minimizing visual impact concerns. The overarching goal is to reduce hazardous fuel loads and promote forest structures better adapted to natural disturbance regimes, thereby increasing resilience to wildfires, insect outbreaks, disease, drought, and climate change impacts. The project is administered by Tuolumne County with primary contact information provided by the Senior Management Analyst for Forest Health Project, and the initiative is forecasted to be active beginning in July 2026.

Greenhorn Fire-Adapted Forest Restoration Project
Solicitation # GreenhornFireAdaptNOE_06
The Greenhorn Fire-Adapted Forest Restoration Project is a local vegetation management initiative led by the City of Yreka, California, aimed at reducing hazardous fuels around Greenhorn Reservoir through mechanical and hand treatment of dead and dying vegetation. The project involves the removal of biomass from designated areas identified by APNs, followed by off-site processing using the City’s Air Curtain Burner, and culminates in prescribed fire operations to conduct pile and broadcast burns of treated material. All work is designed to enhance forest resilience and mitigate wildfire risk while protecting water supply infrastructure and surrounding resources. Mitigation measures include preconstruction site reviews, flagging of biological and cultural resources, and establishment of avoidance buffers to safeguard sensitive areas. The project solicitation was posted and closed on June 22, 2026, with submissions directed to either the Office of Planning and Research in Sacramento or the Yreka County Clerk’s office, indicating a physical, paper-based submission process without electronic portal requirements. No contract value, pricing details, or line items were provided, and no federal contracting clauses or FAR sections were formally incorporated. The City of Yreka serves as both the approving agency and the entity carrying out the work, with Juliana Lucchesi, Assistant City Manager, listed as the primary point of contact. No contractor has been named, and no formal contract type, delivery schedule, inspection criteria, or acceptance protocols are specified. Federal certifications such as UEI, CAGE codes, small business status, or socioeconomic designations are not required or provided, and the project operates under state environmental compliance rather than federal procurement regulations. All activities are confined to the immediate area surrounding Greenhorn Reservoir within Yreka, with no expansion of facilities or additional infrastructure proposed.
