Solicitation # FA822427R0002
The Ogden Air Logistics Complex at Hill Air Force Base, Utah, is seeking a small business contractor for the comprehensive management and supply of aircraft coatings and sealants. This Firm Fixed Price Indefinite Delivery Indefinite Quantity contract includes an eight-month ramp-up period, a five-year ordering period, and a six-month close-out window, totaling a performance period of six years and two months. The selected contractor will be responsible for sourcing, storing, and delivering materials, including specialized Premixed Frozen Material maintained at -80F and ITAR-compliant storage for FMS-3600 coatings. Key performance requirements include a strict four-hour delivery timeline for urgent orders and ensuring all products maintain at least 85% of their shelf life upon delivery. The contractor must provide a secure web-based ordering and tracking system and offer rapid technical assistance, including on-site monthly visits and a one-business-day response time for material failures. Compliance requirements are stringent, requiring CMMC Level 2 self-certification, adherence to MIL-STD-129 and MIL-STD-130 marking standards, and the use of the Wide Area WorkFlow system for invoicing. Award will be based on a best-value tradeoff methodology where the technical factor is significantly more important than price. Evaluation will focus heavily on delivery fulfillment, material management, and the proposed online tracking system.
