The Health Contracting Division - Northeast intends to Award a Firm Fixed Price, Purchase Order, on a sole source basis to UTECH Products Inc. (DBA EndoSoft LLC), 135 Broadway, Schenectady, NY 12305 utilizing the authority of Title 41 U.S.C. §1901(e)(2) as implemented in RFO FAR 12.102(a): For acquisitions valued at or below the simplified acquisition threshold (SAT), document the decision that only one source is available and the basis for the decision.



This requirement is to provide licensing, installation and integration of EndoSoft Information Systems to replace the unsupported EndoManager 2.5 platform, supporting Endoscopy imaging operations for the Gastroenterology Department at the McDonald Army Health Center (MAHC), Fort Eustis, VA.  UTECH Products Inc. (DBA EndoSoft LLC) holds exclusive rights to the software and there are no authorized resellers, and it is the only software identified that provides full MHS GENESIS integration and a valid, secured Authorization to Operate which is required across Military Health Systems.

A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Interested Organizations may submit information for consideration of their capabilities and qualifications for future acquisitions to the contract specialist, Justin C Balster, electronically via email to justin.balster2.civ@health.mil.  The Government intends to award a contract on or around 18 September 2026.
