The contract amendment updates the original presolicitation notice, changing the presolicitation number and setting new dates for responses and anticipated award, with the response deadline on November 10, 2006, and an anticipated award date of November 30, 2006. The contract is an indefinite delivery/indefinite quantity (IDIQ) agreement with a minimum contract requirement of $250,000. The scope includes non-personal engineering and technical services related to all platforms for which Boeing is the original equipment manufacturer (OEM), specifically targeting engineering analysis, testing, and technical support to integrate and test various technologies on Boeing’s product lines used by the U.S. Army. This contract focuses on enhancing capabilities, extending service life, or correcting deficiencies on these platforms through government, contractor, or third-party technologies. Due to the scope and complexity, and Boeing’s status as OEM holding the intellectual property rights, the award will be made solely to the Boeing subsidiary McDonnell Douglas Helicopter Company (MDHC), operating as Boeing Mesa, which will serve as the overall contract administrator. The contract will incorporate flexible pricing options such as cost-plus-fixed-fee, fixed price, and time and materials, facilitating quick order execution and appropriate risk sharing between parties.

The following is an addition or clarification to the desc ription section: The scope of the anticipated contract will include non-personal engineering and technical services covering all platforms where Boeing is the original equipment manufacturer (OEM) and will encompass all of the following: engineering analys is, test and technical support to insert/integrate and test various technologies on the Boeing product line for the U.S. Army and other technical services. The technologies may involve Government, contractor, or third party concepts, or customer initiative s to improve the capability of, expand the service life of, or correct deficiencies for the Boeing product line for the U.S. Army. Award of multiple contracts were considered but due to the scope and complexity of the effort and that Boeing is the OEM, awa rd of multiple contracts is not deemed appropriate or practicable. McDonnel l Douglas Helicopter Company, doing business as MDHC, a Boeing subsidiary and also known as Boeing Mesa will be awarded the basic contract and will act in the capacity as overall contract administrator.
