The City of Fredericton is seeking qualified proponents to supply, implement, and configure an Engineering and Construction Project Management System to enhance the planning, delivery, monitoring, and reporting of municipal infrastructure projects across their full lifecycle—from initial concept through design, construction, and closeout. The system must facilitate consistent project management practices while increasing organizational visibility, accountability, and decision-making capabilities. Collaboration is central to the requirement, with the solution expected to connect internal teams including engineering managers and supervisors with external partners such as consulting engineers and contractors. The anticipated budget of $300,000 covers system implementation and first-year licensing only; ongoing annual fees, support, and maintenance must be quoted separately by proponents. The solution must demonstrate long-term value, scalability to accommodate future project growth and complexity, and alignment with current and evolving operational needs of the organization. The solicitation, numbered P26-20, was posted on July 9, 2026, with proposals due by August 5, 2026. Proponents are instructed to review all nine associated documents thoroughly, including Addendums dated June 26 and July 9, 2026. The system must be capable of operating effectively within the municipal context of New Brunswick, with all implementation and performance activities centered in the region. Primary point of contact for inquiries is Dale Curtis, Contracting Authority, reachable via email or phone. While the agency name listed is the Government of Canada, the contracting entity is the City of Fredericton, and all responses must align with the city’s specific project management needs as outlined in the documentation.

The system is essential for identifying new cancer cases, abstracting patient data in accordance with national standards, generating standardized and custom reports, exporting data to fulfill state, accreditation, and research obligations, performing survival analysis, and linking cancer-related deaths via DeathLog integration. No formal evaluation factors are defined because the acquisition is not competitive; instead, the award is based on statutory sole source justification citing system compatibility, lack of alternatives, and vendor exclusivity. The NAICS code is 541512, and while the agency code and RFx number are provided, specific accounting, payment, invoicing, or contract administration details such as a contracting officer, COTR, or WAWF requirements are absent from the documentation. Packaging, marking, and FOB terms are not applicable as the contract involves software services, not physical goods.
