Engineering & Design Services for Dam Decommission Project

The City of Marion is seeking qualification statements and proposals from engineering firms to provide design and engineering services for the decommissioning of the Lady Marian Dam, a 34-foot high-hazard potential dam located in Marion, North Carolina. Due to damage caused by Hurricane Helene, previous decommissioning plans were invalidated, necessitating a redesign to repair or replace the failed spillway culvert to facilitate the conversion of the dam into a dry impoundment. The selected firm will serve as the Engineer of Record and be responsible for project management, grant administration, geomatics surveys, hydrologic and hydraulic design, geotechnical and structural investigations, the preparation of construction drawings and technical specifications, and construction administration. Funding for the project is provided through FEMA and NCDEQ-DEMLR grants, and all work must comply with FEMA, OSHA, and NCDEQ regulations. The City will select the most advantageous submitter based on their qualifications, after which a specific scope of services and cost proposal will be negotiated. Interested firms must submit a PDF proposal not exceeding 20 pages by October 16, 2026, detailing their firm history, relevant experience with similar projects, key personnel, and an estimated project timeline.
