The Naval Air Systems Command (NAVAIR) intends to award a sole-source modification to Task Order N0001925F0933, under Basic Ordering Agreement (BOA) N0001921G0007, to Insitu, Inc., located in Bingen, Washington.


This action is for highly specialized engineering and flight support services for the Flying Launch and Recovery System (FLARES) ScanEagle Unmanned Aircraft System (UAS). The services include:


  • Track Quality (TQ) flight testing support
  • Environmental Shock qualification testing support


The effort will be performed over a twelve (12) month period.


This action is pursued under the authority of 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements.” Insitu, Inc. is the Original Equipment Manufacturer (OEM) of the FLARES ScanEagle UAS and retains proprietary data rights to the technical data packages, flight control software, and integration schematics required to support this testing. No other source possesses the specialized technical data or capability required to perform these environmental and flight testing services without causing unacceptable delays in fleet operational readiness.
