The Naval Air Systems Command (NAVAIR) plans to issue an order under the existing Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office, using a non-competitive procurement process. This order involves an Engineering Change Proposal (ECP) focused on replacing the existing ARC-210 radios with the RT-1939 (Gen 5) radios across both MV-22 and CV-22 aircraft variants. The work includes non-recurring engineering and retrofit efforts aimed at addressing obsolescence issues with the current radio systems. Bell-Boeing is uniquely positioned to perform this work as the sole designer, developer, and producer of the V-22 Tiltrotor, possessing exclusive engineering data and specialized knowledge required to maintain and upgrade these aircraft. Subcontracting opportunities may be available, and interested parties are encouraged to coordinate directly with Bell-Boeing. The procurement is managed by NAVAIR at Patuxent River, Maryland, with contract specialists and officers assigned to oversee the process. This initiative is critical for maintaining the operational effectiveness and modern communication capabilities of the V-22 aircraft fleet. The contract falls under NAICS code 336411, which pertains to aircraft manufacturing, indicating the specialized nature of the work involved.

The Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement N00019-07-G-0008 with the Bell Boeing Joint Program Office on an other than full and open competitive basis. This ECP includes non-recurring engineering and retrofit to replace the ARC-210 Radio for both MV and CV-22 aircraft with the RT-1939 (Gen 5) radio. These efforts are to address an obsolescence-driven technical refresh of the ARC-210 Radios. Bell-Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, operation, maintenance and support characteristics of the aircraft. Subcontracting opportunities may be available and should be sought with Bell-Boeing by contacting Mr. Ralph D'Iorio at ralph.b.diorio@boeing.com or (610) 591-9157. See Note 22.
