Engineering consulting services for the preliminary and detailed design for the rehabilitation of the Hortop Reservoir and replacement of the Hortop Pumping Station in the City of Oshawa

The Region of Durham is soliciting engineering consulting services under RFP-1104-2026 for the preliminary and detailed design of the Hortop Reservoir rehabilitation and the replacement of the Hortop Pumping Station in the City of Oshawa. The project aims to extend the service life of reservoir cells, replace aged buried piping to increase system resilience, and construct a new pumping station for the Zone 2 water pressure district to improve site layout and functionality. The selected consultant will be responsible for the full project lifecycle, including preliminary design with 3-D modeling and life cycle cost analysis, detailed design, tender document preparation, construction administration, commissioning, and warranty support. The project is estimated to reach commissioning in Fall 2030. This is a restricted solicitation open only to prequalified bidders, specifically AECOM Canada Ltd, J.L Richards & Associates Limited, R.V. Anderson Associates Limited, and Stantec Consulting Ltd. Award is based on a three-stage evaluation process involving mandatory submission requirements, technical rated criteria, and pricing, with the highest ranking proponent selected. The contract requires strict adherence to the Region's PLC and SCADA standards, as well as specific health and safety certifications including OHSA compliance and CVOR ratings. Payment terms are set at 60 days following the approval of invoices by the Region's Project Manager.
