RESD-PMDB 2026-11 ELECTRICAL ENGINEERING - RETAINER SERVICES

The California Department of General Services, through its Real Estate Services Division, is seeking qualifications to establish retainer agreements for professional electrical engineering services. These agreements will support new construction, additions, renovations, and remodel projects across three geographic regions: Northern, Southern, and Coastal California. Successful firms may be awarded multi-year agreements for up to five years, with a maximum total value of 5,000,000 dollars per agreement. Services are provided on an as-needed basis via negotiated firm fixed-price task orders. New task orders may only be issued during the first 36 months of the term, with the final 24 months reserved for completing outstanding work. All work must be performed and approved by a party licensed in the State of California. Evaluation of firms is based on eight criteria, including professional experience, resource availability, problem-solving capabilities, and expertise in LEED, Zero Net Energy, and regulatory requirements from the State Fire Marshal and Division of the State Architect. The selection process involves short-listing based on the Statement of Qualifications followed by interviews. Compliance requirements include mandatory registration with the Department of Industrial Relations as a public works contractor and the submission of a GenAI Disclosure and Factsheet (Std. 1000), as failure to disclose the use of generative AI will result in disqualification.
