Engineering Design Services For Red Hill Avenue Rehabilitation Between Sycamore Avenue And Bryan Avenue (Cip No. 70261)

The City of Tustin is soliciting professional engineering services to complete the Plans, Specifications, and Estimate (PS&E) package for the rehabilitation of a 1.25-mile segment of Red Hill Avenue between Bryan Avenue and Sycamore Avenue. This federally funded project builds upon an existing 30% design and requires the selected consultant to review, validate, refine, and fully develop the design to a bid-ready standard. Scope of work includes pavement rehabilitation, ADA-compliant curb ramp upgrades, traffic signal detection modifications, utility coordination, and the design and implementation of new Class II bicycle lanes. The consultant must adhere strictly to Caltrans Greenbook Standards, the California MUTCD, ADA accessibility requirements, and applicable City of Tustin design guidelines, while ensuring full compliance with federal regulations including 2 CFR Part 200, NEPA, and Caltrans engineering protocols. All deliverables must be submitted in staged milestones—30%, 60%, 90%, and 100% design—with final plans, specifications, and supporting documents provided in both PDF and native CAD formats, and must include a Constructability Review Memorandum, Utility Conflict Matrix, Basis of Design memorandum, and detailed QA/QC procedures. The selection process is qualifications-based, following the Brooks Act and a trade-off approach where price is not a factor in award determination. Proposals are evaluated on five equally weighted criteria: Approach and Work Plan (30 points), Qualifications of Key Personnel (30 points), Firm Qualifications (20 points), Schedule of Delivery (10 points), and Reference Checks (10 points). The proposer must submit a 15-page proposal via OpenGov, accompanied by a separate fee proposal, with an organization diagram, detailed resumes of proposed staff, and three client references. The project manager and alternate must be named in the proposal and require city approval for any substitution. The consultant must carry $1,000,000 in both general and professional liability insurance with tail coverage for claims-made policies, and hold a valid City of Tustin business license. All proposals become the City’s exclusive property, subconsultants must be disclosed upfront and approved prior to engagement, and no price escalation clauses are permitted without prior written agreement.
