Princeton Plasma Physics Laboratory (PPPL) a Deparment of Energy (DOE) National Laboratory and Federally Funded Research and Development Center RDC) operated by The Trustees of Princeton University, wishes to notify all interested and capable firms of a potential upcoming solicitation for Engineering Multidisciplinary Support Services (EMSS) which will support PPPL's lab-wide engineering efforts. A vital element in fulfilling the role and mission of the laboratory is to provide multidisciplinary engineering expertise to all projects across the PPPL portfolio. The Engineering Directorate comprises of multiple engineering capabilities including Mechanical Engineering, Analysis, Electrical Engineering, Software Engineering/Computer Science, Systems Engineering and Program Management. Please reference the attached draft of the PPPL Statement of Work for additional information. PPPL intends on awarding an Indefinite Delivery Indefinite Quantity (IDIQ) subcontract with Firm-Fixed Price (FFP) and Time & Materials (T&M). The signle award, if any and at PPPL's sole discretion, will be made to the qualified and responsible Offeror submitting a proposal evaluated to offer the Best Value. Best value will be determined by a tradeoff analysis of comparative differences in the value of technical merit with differences in cost / price. PPPL is more concerned with obtaining superior technical and management features than with making an award at the lowest overall cost / price. In addition, the forthcoming solitication will include an Initial Task Order which is anticipated to be the first Task Order awarded under the new IDIQ. Please reference draft of the PPPL Statement of Work, Initial Task Order ITER Toroidal Interferometer Polarimeter (TIP).
