The scope of work required under this request includes: 1. Proponents should be aware that this will be a multi-year contract due to the size of the overall project and could extend into 2022 depending on budgets and the scope of work for each phase. 2. The provision of Engineering Services for Replacement of all HVAC systems at the North Lambton Lodge. The proposal should also include details of how the proponent will meet the criteria and expectations of the Ministry of Health with regards to the new mandates from COVID 19 for ventilation of Nursing homes. 3. Prepare preliminary design drawings and specifications for the HVAC system(s) replacement along with accurate construction cost estimates. Deliver a preliminary estimate of construction items in time for input into the County’s Capital budget deliberations for the year 2021. (Deliver by October 31, 2020). 4. Concurrently, review the areas of the home where the relative humidity is very high and engineer supplemental cooling and heating of the areas that are shown on a drawing provided by the maintenance staff at the home. The design shall include all necessary components for a complete system that will adequately address the humid areas. 5. Concurrently, review the tub and bathing areas of the home and engineer proper ventilation of these rooms to remove the moisture from the room to avoid the skylights from becoming wet from the moisture and ruining the ceiling finishes. 6. Upon approval of the preliminary design, prepare plans, specifications and necessary assistance to allow the County to issue a Request for Tender for the Construction of the requirements. 7. Attend a Mandatory site meeting during the tendering process. 8. Provide answers to any technical questions posed during the tendering process. 9. Provide assistance to evaluate any bids received and recommend an award if appropriate. 10. Prepare CCDC contracts between the successful bidder and the County of Lambton and assist in the signing of the agreements. 11. Provide inspection and act as the County’s agent during construction to ensure that the Work is completed in a safe, efficient and successful manner. 12. Conduct regular site meetings during construction (at a maximum of two week intervals). Prepare detailed minutes and circulate to all stakeholders. 13. Approve payment certificates to pay the Contractor in accordance with the Construction Act. 14. Determine when substantial completion has been achieved and compile deficiency lists for all parties to follow and monitor. 15. Advise the County when all deficiencies have been eliminated and the project is complete. 16. Provide any additional service required to close out the project.
