ENGINEERING SERVICES FOR FEDERAL CONTRACT TOWER CONSTRUCTION RFQ

The Salt Lake City Department of Airports is soliciting statements of qualifications and experience for professional engineering, planning, environmental, and architectural services to support the construction of a Federal Aviation Administration (FAA) Contract Air Traffic Control Tower and related infrastructure at the South Valley Regional Airport. The scope of work encompasses site selection, National Environmental Policy Act (NEPA) compliance, FAA coordination, and full design services. The selected consultant will also provide construction-phase support, including quality and cost monitoring, payment request reviews, quality control testing, and final inspections. Key deliverables include an Engineer's Design Report, an Opinion of Probable Cost, a Construction Bid Package, and a detailed project schedule, with an anticipated project completion date of August 2032. The selection process is based on a weighted evaluation of organization, resources, and personnel (40%), demonstrated project experience (40%), and the proposed project schedule (20%). To be considered responsive, firms must demonstrate verifiable experience in the site selection, NEPA compliance, and design of at least three FAA Contract Towers. The contract is envisioned as a five-year term starting approximately October 16, 2026, with options for extension. Awarded firms must maintain significant insurance coverage, including $2 million in commercial general liability, professional liability, and business auto insurance, with higher limits required for those accessing the Airport Operations Area. Compliance with the Utah Government Records Access and Management Act (GRAMA), Title VI of the Civil Rights Act of 1964, and various federal and state certifications regarding tax and criminal status is mandatory.
