Soquel Drive Multimodal Project

The County of Santa Cruz Department of Community Development and Infrastructure is soliciting professional design services for the Soquel Drive Multimodal Project. This initiative focuses on enhancing bike and pedestrian infrastructure within the existing right-of-way in Santa Cruz, California. The scope of work includes the design of approximately 1.6 miles of partially protected and buffered bike lanes, green bike boxes at six intersections, green lane treatments at four intersections, and the implementation of Transit Signal Priority. Additionally, the project requires the installation of 16 ADA-compliant curb ramps. The selected consultant will be responsible for all design phases, including preliminary engineering, 30%, 60%, 90%, and final design plans, specifications, and estimates, as well as right-of-way certification and technical studies. The project is expected to take approximately 18 months from contract award, with all work required to be completed by the end of 2027. Proposals must be submitted by September 9, 2026, and should include a technical proposal and a separate sealed cost proposal featuring a not-to-exceed cost and hourly rates. Payment may be structured as lump sums or based on the completion of specific milestones. All work must adhere to County and Caltrans standards. The selection process will be based on an evaluation of firm qualifications and experience, and the successful contractor must provide evidence of insurance and comply with non-discrimination and local labor laws.
