The United States Army Contracting Command at Picatinny Arsenal, New Jersey, seeks engineering services support for the PATRIOT air defense weapon system under a follow-on Indefinite Delivery Indefinite Quantity (IDIQ) contract. This contract will cover firm-fixed-price, cost-plus-fixed-fee, and cost-reimbursable efforts related to engineering, materials, and travel necessary to address software requirements, obsolescence, reliability, maintainability, and modifications of existing equipment. Additionally, integrated support activities such as product assurance, logistics, performance analysis, and test and evaluation are included within the scope of work. Task orders will be issued as needed to meet these evolving system engineering requirements. This acquisition is planned as a sole source award to Raytheon Company, the original developer and sole manufacturer of the PATRIOT system, who holds proprietary rights to manufacturing processes, engineering data, and software packages essential for the required services. The contract is justified under the authority that no other vendor can meet the highly specialized requirements. While the government will award a single contract, subcontracting opportunities may exist and must be arranged between Raytheon and potential subcontractors. Interested parties capable of meeting the requirement were invited to submit capability statements by February 19, 2017, although the government retains discretion in deciding whether to compete this requirement. Formal communications are managed through designated contracting officers at the contracting command in New Jersey.
