Full Description

This acquisition is to provide engineering services for the following: integrate a qualified Flight Data Recorder (FDR) Data Acquisition Unit (DAU) and Enhanced Crash Survivable Memory Unit (ECSMU) into the F-15 C/D and E fleets, design aircraft integration kits for all C/D and E aircraft configurations to include mounting configuration in bay 155L and MIL-STD-1553B data bus connection to central computers (CCs), integrate with operational flight program (OFP) Suite 6 for respective aircraft configurations, integrate ground support unit requirements for the program, develop plan to complete testing and installation, and provide final report to show all provided data parameters, drawings, and specifications. This solicitation will be issued sole source to McDonnell Douglas Corporation (Boeing), CAGE code 76301, under the Eagle Talon contract, F33657-01-D-0026. Period of Performance will be for 7 months. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and title 10USC 2304(c)(1), Justification: Supplies or services required are available from only one responsible source and no other supplies or services will satisfy agency requirements. Based upon market research, the Government is not using the policies contained in FAR part 12, Acquisition of Commercial Items in its solicitation for the described services.
