Engineering Services for the Tube-Launched Optically-Traced Wireless (TOW) 2 Subsystems (T2SS) and ancillary equipment consisting of technical support services for base year FY17 and 4 option years.

The U.S. Army Contracting Command, Redstone Arsenal, Alabama is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for engineering services for the Tube-Launched Optically-Tracked Wireless Guided (TOW) 2 Subsystems, (T2SS) and ancillary equipment consisting of technical support services. The anticipated efforts will support the T2SS, its components, and support equipment. The anticipated contract will provide engineering services for reliability and maintenance of the T2SS including engineering, configuration management, Field Service Representative (FSR) support, Logistics Support, Fielding, and contractor repair. The Government does not own a full Technical Data Package (TPD) for T2SS. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which have a corresponding Size Standard of $38.5M. It is contemplated that this award will be made on a Sole Source approach in accordance with Federal Acquisition regulation (FAR) 6.302-1. The Government intends to solicit and award a Cost Plus Fixed Fee (CPFF) contract for these requirements. This acquisition will require access to classified information. To procure hours of Engineering Services and Logistics hours for FY 17-21; 12 months base year and four annual option years. It is anticipated this effort will be Cost Plus Fixed Fee contract. These engineering services are for refinement and maintenance of all Bradley Fighting Vehicle System (BFVS) T2SS and associated equipment. This requirement includes logistics management capability, configuration management, product assurance support, special engineering studies, system engineering, failure analysis, redesigns due to obsolescence, test evaluation material for repairs, field service representatives, fielding contractor repairs and equipment. There is no Solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is strictly voluntary; the Government assumes no financial responsibility for any costs incurred for preparation of responses to this sources sought notification or any follow up information requests.
