Full Description

The Department of the Navy, Naval Information Warfare Center Pacific (NIWC Pacific), hereby publicizes its intention to solicit, negotiate, and award a standalone contract with a one-year base period to CUBRC, Inc. on an other than full and open competition basis in direct support of the Science of Artificial Intelligence and Learning for Open-World Novelty (SAIL-ON) program. CUBRC is the sole software development contractor for the Minerva Rigors/Tempo/Intellex (RTI) suite of applications. CUBRC is the only contractor with technical expertise and experience with Minerva RTI software suite. Minerva RTI software suite is still in active development at the time of the creation of this document. Replacement of CUBRC expertise would require either our NIWC Pacific government team or another contractor to learn and understand how we use and develop Minerva RTI software to be able to integrate SAIL-ON technology effectively. This may delay development/integration of capstone application up to 6 months, with an estimated cost of about $400k for labor, materials, etc. A six month integration delay will delay DARPA SAIL-ON capstone delivery to the mission planners for our warfighters. This notice of intent is NOT a request for quote. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. The applicable NAICS Code is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and the business size standard is 1,000 employees.
